Key Issues and Challenges for the
1999 World Trade Organization Agriculture Round

International trade negotiations continue to be a topic of great importance, with the next round of agricultural negotiations of the World Trade Organization (WTO) scheduled to begin in late 1999. This paper examines key issues relevant to the 1999 WTO Agriculture round, including the impact of regional trade agreements on the WTO, state trading, agricultural biotechnology, and the interface between trade and the environment. Additionally, country and regional perspectives for the upcoming WTO negotiations are discussed, focusing on the U.S., the European Union (EU), the Cairns Group, China, and developing countries. As the diversity of issues considered within the WTO increases, analysts will be challenged to provide analyses across this broad set of concerns. Agricultural economists can provide leadership in addressing these important issues.
