Public Charrette

Saturday’s workshop was held in the UKLA studios on campus, with all data on display.  Various interest groups were scheduled throughout the morning to give input, which was recorded on newsprint (see bulleted comments below).

During the afternoon, participants pulled out trace paper and markers as local design professionals, LA students and LA faculty divided up the greenway into sections and began to refine the students’ concepts and identify possible greenway corridor alignments. Each group came together at the end of the day to present their findings, and to discuss possibilities.  Saturday afternoon and Sunday morning  the groups assembled and began to refine the corridor alignments, define the distinct character of each section, and to identify potential sites for development in keeping with (or expanding upon) the county comprehensive plan.   Issues and ideas generated from the charrette are contained in the maps on the following pages:

Conceptual Designs and Alternative Trail Alignments (click here to see map of all segments)
Segments 1 & 2:  Rupp Arena to S. Forbes Rd.
Segment 3:  S. Forbes Road to New Circle Rd.
Segment 4:  New Circle Rd. to Alexandria Dr.
Segment 5 & 6:  Alexandria Dr. to Yarnalton Pike
Segment 7:  Yarnalton Pike to County Line

Points of Discussion (unedited):  The following comments were recorded during the discussion period
· Question of re-opening a section of buried creek?
· Representing industrial history
· Historic tavern as restaurant
· Way to get from Westside h’woods to downtown with out going on major arterials.  No secondary streets because of RR and cemetery
· Running distances- variety and linkages
· Loops preferable for running
· Running off street
· Don’t exclude dogs!
· Cycling for commuting, serious, and casual
· Multi use- walking , running and biking
· Should be at least 5 miles long to be worth driving car to trail
· Width-multi use to wider- three speeds, two directions
· Where are the floodplains and opportunities for opening for backwater areas
· What happens if we buy contaminated properties?
· What are the responsibilities of current landowners re: environmental regulations
· Incentives work better than threats
· District court pretty ineffective when petrochemicals involved.   Deem can come in- stricter
· Constructed wetlands to intercept stormwater
· How wide should the corridor be?
· Very channelized in town—is it possible to open it up?
· Old historic pond—can it be restored?
· What will make it successful is if it’s a pleasant place
· They have to want to go there
· Will folks avoid the in-town section?
· Stormwater enforcement team will be developed
· Trust for public land re: studies on greenways/parks and land values
· Requirements for building/landscaping lowest for industrial
· Mixed use residential in future
· Accessibility first
· Width based on expected capacity- think ahead
· Once you build it how do you keep it up?
· Fix up public land first-different road salt for example
· Government leadership on the environment
· In-fill development has potential to help create the space
· New Town Pike extension design needs to be considered
· New road will increase business opps and land values
· Specialist in storm drainage to help with floodplain, expected floods and trail location
· Recreation value vs. environmental needs
· Access for maintenance vehicles and EMS
· Maintain function when flood
· Sedimentation from flooding to put slightly above grade
· What are the possibilities for easement requirements as part of redevelopment
· Frankfort Pike bridge project
· Designated rural greenway link
· Kennoy Report on drainage and floodplains
· This stream on 303 list with congress
· Sub base to release standing water
· Woodward heights-Olmsted
· Archaeology of townbranch underground
· Historic preservation guideline vs. design modifications
· Forced sewer easement from UK to treatment near McConnel Springs
· Stormwater Manual will have design guidelines
· Too much parking
· Flood mitigation- flood OK, damage not
· Planned development
· Partnerships- diverse groups
· Get development out of floodplain
· How to get existing development out of corridor
· Unknowns re: source of water
· Ind. Property Is expensive
· Sell amentity to development
· Landfill no final closure
· T.B. as model/pilot project for larger system
· Show owners what the benefit is to them
· First section-most complex.  Most historic fabric, densest city fabric, monumental scale of Rupp, residential/industry
· Issue: will new shops in parking lot compete with Main street redevelopment
· Can we intercept some run off here
· Point source pollution outflows most dangerous
· An urban redevelopment of area provides transition with Rupp
· Newtown extended will change character- city needs a front door
· Riffles and pools for remediation?
· Issue as much physical debris as pollutants-it can look clear
· Character near Rupp – economic development
· From Forbes to New Circle – recreation emphasis
· New Circle Out- more bike oriented
· Relationship to scenic by-way
· Big picture to Frankfort
· NRCS- stream buffer areas may be mandated to think big
· Is area around landfill most feasible for first development?
· Rupp to Forbes may need comp plan update
· Should Rupp be an anchor at all of Downtown or should there be new anchor further west?
· Old Southern Line has regional connections
