The passage of the Affordable Care Act (ACA) ensures that businesses will be facing change. Now, it is more important than ever to know how your organization will be impacted and to understand what you need to be doing now to prepare. Doug and Howard will provide an overview of where the Act stands now and how it is playing out on the legal and political playing field. In addition they will discuss specifics of the Act that you need to know to be compliant and broad-based impacts of the legislation on your organization in addition to our communities. Your questions about this complex Act are highly encouraged.

Doug McSwain has lived in Owensboro, Paducah, Richmond, Grayson and Lexington, Kentucky. After earning a B.A. in Political Science at Vanderbilt University, a J.D. at the University of Kentucky College of Law, and a 2-year clerkship with U.S. District Court Judge Henry R. Wilhoit, Jr., Doug began practicing in Owensboro. He joined Sturgill, Turner, Barker & Moloney, PLLC in 1988 which was then Sturgill, Turner & Truitt. Doug is married and has two daughters.

Howard W. Blackburn, Jr., MA, SPHR is Senior Vice President, Director of Human Resources for Community Trust Bank, Inc. As administrator for one of Kentucky’s larger self – funded medical plans, Howard has been monitoring health care trends and the impact on business for the past 15 years.  Serving on the State Council and as the Kentucky Society for Human Resource Management (KYSHRM) Health Care Reform Director, Howard closely tracked national Health Care Reform Legislation over the past two years and has presented to SHRM Chapters in Kentucky and Ohio on the impact of the legislation for employers and employees. His articles on Health Care Reform have appeared in, The Goods, published by the Kentucky Association of Manufacturers and Kentucky SHRM Magazine.  A North Carolina native, Howard received a Bachelor of Science Degree in Communications Art, with a major in Media Advertising, from Appalachian State University in Boone, North Carolina and a Master of Arts Degree in Adult and Higher Education from Morehead State University. Howard serves as a director for the Eastern Kentucky Workforce Investment Board, and is a member of the Morehead State University Prestonsburg Campus and National College Advisory Boards.
