Dick Siemer (EVPFA) opened the meeting and briefly explained the agenda.

 

Dick Siemer requested and received approval for the January 21, 2004 minutes.

 

Dall Clark explained several previously planned agenda items, such as the Landscape Master Plan have been moved to the September 2 nd.

 

A. Banner Policy
A response to the growing number of requests to hang banners on the campus.

Discussion:

Warren Denny briefly explained the policy which allows refusal of some banner requests and requires that UK Physical Plant be utilized to place and remove the banners. Mr. Denny further explained that banner requests are reviewed and approved by Public Relations and the University Architect and that recently we have been tentatively working under the guidelines of the banner policy without complaint. Dick Siemer suggested an appeal process be put in place and that the appeals be presented to the Committee on Campus Facilities Environment and Planning. Warren Denny and Mary Margaret Colliver of Public Relations and the committee agreed to the appeal process being added to the banner policy. Warren Denny and Mary Margaret Colliver explained that more often than not the banner requests are approved and noted that they work with the departments by suggesting changes to the department requests so that needs are met and an approval can then be granted.

Decision:

The banner policy was approved contingent upon the inclusion of an appeal process. . The Committee decided to notify UK News and and Dick Siemer will send a memorandum to certain areas and individuals to make them aware of the new policy.

 

Dall Clark gave a short synopsis of several projects that are underway.

 

Discussion:

Mr. Dall Clark explained that the basic charge given to BSA was to determine the needs of the University Health Service Department by exploring the possibilities of remaining in the same area or relocating and that the consultants are working with the Clinical Enterprise consultants to coordinate their efforts. BSA has reviewed bench mark institutions and UK is in the middle in regard to the others. By contrast, total square footage available per student is on the low end and patient visits per square footage are on the high end. Mr. Clark explained 4 basic options and presented option C as the recommended option. Mr. Dick Siemer asked about the time line of this process. Dr. Karpf commented on his appreciation of the Clinical Enterprise being included in this process saying that the two groups of consultants are working together and the communication is good so far. Dr. Karpf said that everyone is interested in good decisions here and discussed the differences in the kind of square footage needs for the Hospital versus the Clinics. Dr. Karpf also said that after the third charette they will be in a position to begin making decisions and at that time hopes they can develop a decision process not later than September so that it won’t impede this project. Dr. Karpf further discussed the 15K square footage of Kentucky Clinic space that would be reclaimed due to this, but that he will not have a full picture of that until then. Frank Butler said we will probably need the space and that we can’t afford to build 2 story buildings on that space. There was discussion that it is possible to go higher than three stories but Mr. Dall Clark explained the $20M budget is why only three floors were proposed. Dr. Karpf expressed the need to maximize the utilization of the space. Mr. Frank Butler pointed out that we need to keep in mind that we have a history of building buildings that we could go back and add floors to but we do not usually do this. Shelled space was mentioned as a way we have handled additional floors for some buildings in the past.

 

Discussion:

Mr. Dall Clark introduced the project and explained the current status. Mr. Warren Denny went over the purpose, themes, requirements, and criteria of the UK Arboretum – Children’s Garden explaining how the program came about and pointed out program highlights. Mr. Denny presented the existing arboretum and the long range plan. Dean Lester asked if we have plans for water and restroom facilities for the pubic. Mr. Denny discussed problems that in the beginning took place with that issue but explained the possible plans for adding an accessible restroom that would be in the arboretum from “dawn till dusk” seven days a week and pointed out the proposed location. Dean Lester pointed out that in order to encourage children and families you need to make water and restroom facilities available. Mr. Dick Siemer asked about the time line of this entire project. Ms. Marcia Farris said there would first be a “fund raising” and the price tag is about $3M. Mr. Warren Denny explained the planning process of the project.

 

Discussion:

Mr. Dall Clark introduced the project and explained the current status. Mr. Clark described PS#6 and pointed out that the architecture of this structure is similar to BBSRB to fit the site and location. Mr. Clark said that these projects are being bid as one contract and should be finished in fall of next year and there will be police/parking offices in the structures. The committee discussed with Mr. Clark and Mr. Denny the number of stories proposed for these parking structures and the possibilities of more stories and the number of planned spaces as well as the floor to floor height.

 

Discussion:

Mr. Dall Clark introduced the project and said this is an update of where we are now from where we were previously when this project was presented to the committee. Mr. Clark explained the proposed square footages in comparison with the existing square footage in regard to the needs now and in the future. Mr. Warren Denny and Mr. Dall Clark explained that this is a comprehensive renovation which includes maintaining the historic site of the building and will be an aggressive use of the space. Mr. Denny and Mr. Clark described the floor recommendations for Taylor and Dickey and again further explained that this $42M project is a very comprehensive renovation. Provost Nietzel asked if this project picks up the 40K square footage and are the two housed or are they separate. Mr. Warren Denny explained that yes this does include the 40K square footage and that this project consolidates all of the functions.

Discussion:

Mr. Dall Clark introduced the reasons for the study and presented the renderings used by Dean Vestal for fund raising. Dean Vestal described the rendering and the proposed project. Provost Nietzel asked what the program is currently and what the program will currently end up being. Dean Vestal described the current program and future program to the committee. Mr. Frank Butler asked about the financial scope. Dean Vestal explained the financial scope to the committee. Dean Mohney asked if the courtyards are completely controlled. Dean Vestal explained that the courtyards are completely controlled with security because their students often work very late. Dean Lester asked why this project was so expensive. Dean Vestal explained the various aspects that; group activities, team work, etc. Dean Lester asked when the plans are to build. Mr. Dall Clark explained that it will depend on the fund raising and that this is about a $360 per square foot projected scope. Dean Lester asked what the scope was on the recent Anderson project and Mr. Dall Clark said it was about $185 per square foot total cost. Dean Mohney asked to again see the aerial of the Law Study and asked are there any thoughts to coordinating the design of the exterior areas of the College of Law and the College of Education in order to calm traffic? Dean Vestal discussed the projections and provided additional explanation that yes that was being considered. Dean Mohney said he wants the space between the two colleges to be designed in such a way that it is more engaging to those passing through the space.

 

 

Discussion:

Mr. Dall Clark introduced and explained the project. Dean Lester asked why there is one exit and the location of the exit. Mr. Butler explained we need to monitor who is coming in and out and the patients are familiar with Hugulet. The committee discussed the gain and cost. Mr. Frank Butler said the cost is about $30K and will change from approximately 40 to 110 spaces.

Decision:

This project is already in place.

Discussion:

Mr. Dall Clark and Mr. Warren Denny explained that this is a project that will add windows to offices that do not currently have windows. Mr. Dall Clark said the scope of the project is $15K. Mr. Dick Siemer explained that the reason this small project and somewhat simple renovation was being brought to the committee was primarily due to the Limestone location and very visible view of the building.

Decision:

The project was approved by the committee.
