Gary Phillips is associate commissioner at the Educational Assessment Division of the National Center for Education Statistics, U.S. Department of Education. Phillips directs all aspects of the National Assessment of Educational Progress (NAEP). Under his direction, NAEP has lead the assessment community in emphasizing performance measures; NAEP is the only indicator of educational achievement drawing representative samples from across the United States.
