Charge:

To consult as widely as possible on campus, with experts in the field, and with peer institutions in order to write a policy for the University that sets forth the philosophy and the principles to be followed by the University’s information systems professionals as they respond to immediate threats and install appropriate hardware and software to monitor and alleviate future problems.
The difficulty of this task is the need to balance

The rights of individual users,
The responsibilities of the University to provide resources in support of its educational, research, and service mission, and
The complex, technological security and legal problems posed by certain uses and misuses of network, storage, and computing resources.
