Temporary Employment recognizes that various departments at the University of Kentucky often wish to employ pre-selected candidates. In most cases the STEPS office can accommodate each department in this area. However, per Human Resources Policy and Procedure 17.1.3, the STEPS office is required to interview, screen, hire, compensate and evaluate temporary staff employees.
In order to meet both these needs in an efficient manner, the STEPS office has created the following procedure for hiring pre-selected candidates:
I. Interviews
The STEPS office must interview all temporary employees. Although your department has already selected a candidate, we still need to interview the candidate for our records and to ensure the candidate is qualified for your temporary position. This will allow us to perform our background and employment checks in a timely and efficient manner. The candidate will need to contact the STEPS office at 257-9555 ext. 142 to schedule a time for an interview with the appropriate recruiter.
II. Paperwork
Temporary employees must complete their paperwork before they begin work. This paperwork can be completed during the candidates interview. The candidate should bring their work authorization documents such as a passport, drivers license or state issued personal identification card and social security card or birth certificate, or any other documentation that normally allows the individual to work within the U.S. The paperwork includes completion of the I-9 form (employment eligibility verification), K-4 form, W-4 form, STEPS Orientation Guide and review of STEPS payroll procedure. It is UK policy and federal law that all employees complete their I-9 forms prior to their first day of work.
The STEPS office is not responsible for paying time worked by the employee before the employee completes their paperwork.
III. Orientation
All temporary employees are required to attend an orientation session. This session will be scheduled with the employee during their interview. The orientation provides an explanation of the employee’s rights and responsibilities and viewing of the OSHA and Corporate Compliance Video.
IV. Evaluation
Once the temporary employee has completed an assignment, the employee or the departmental manager should notify the recruiter of the last day worked by the temporary employee. At this point, the recruiter will send a performance evaluation to the departmental manager to be completed and returned to the STEPS office.
