Paragraph IV.A.1.d. throuh h. revised to reflect what all official Web materials (pages) are required to include, what unit home pages should include, requirement for search systems/boxes, external versus Internal sites, and placement of the link to the EO Statement.

Paragraph V. retitled Exceptions and Applicability and revised to reflect to what the overall Web policy applies and who settles any issues related to it.
