University of Kentucky
International Student Council
Constitution/ By Laws
(Effective April 1, 1983)


Article I Objectives:

The International Student Council aims at:

  • Promoting communication among all international student organizations in order to coordinate and consolidate activities of international students;
  • Participating actively within the Student Government Association of the University if Kentucky in order to promote and protect the interests of international students;
  • Uniting the voice of international students concerning matters pertaining to their welfare; and
  • Promoting understanding among the various cultures within the university and the community-at-large

Article II Structure:

The International Student Council is an independent University of Kentucky Specialty organization. It will serve as a representative organization of all members. The council shall be composed of regular members and an Executive Committee. The Exco shall be composed of a President, Vice President, Secretary, Treasurer, Sports Coordinator and Publicity Chairperson.

Article III Membership:

  • Any registered international student organization is eligible for membership. Each such organization shall have only two representatives - the president and any other member of that organization's choosing.
  • Any international student chosen as a representative of a country or a group of countries not organized into an official student organization is eligible for membership. There shall be only one representative from each country or group of countries.
  • Any student organization that specifically works towards fostering the interests and affairs of international students is eligible for membership. Two representatives from such organizations shall be members of the Council.
  • Membership is free and open to any interested student organization or group who meet the above requirements for membership.
  • The Council has the right to suspend the membership of any individual whenever evidence of that individual's behavior proves harmful to the Council's goals. The decision to suspend membership of the individuals shall be by simple majority vote of the Council members.

Article IV Voting (amendment made to part D on 4/23/1999):

  • All members have the right to vote. Each individual shall have but one vote only. In case of a tie, the president of the Council has the power to break the tie.
  • All decisions shall be by the simple majority vote of those members present.
  • An exception is according to Article VII of the Constitution.
  • Additional rules:
  • Candidates running for President, Vice President and Sports Coordinator should be full-time students at the University of Kentucky campus.
  • Candidates running for any of the Exco positions should not hold the same position in another campus organization.
  • Candidates running for President, Vice President or Sports Coordinator should not hold any of these positions in another organization.

Article V Meetings:

  • The Council shall meet regularly once every month during the school year. The first meeting shall be held on the first Friday of September. Each following meeting shall be held on the first Friday of the following months with the exception of the month of January. The last regular meeting shall be held on the last Friday in April when elections for the new Executive Committee members are held.
  • The Exco shall decide upon meetings during the summer session.
  • Any member of the Council can request an emergency meeting. The final decision on convening a meeting rests with the simple majority vote of the Exco. The decision to convene a meeting shall me made within three days of the verbal or written request.
  • All members shall be notified of the meetings in advance or else any decisions made during that meeting shall be nullified.

     

Article VI Executive Committee:

  • Members of the Exco shall be elected annually by the simple majority vote of the Council members present at the said annual meeting.
  • The term of the Exco shall begin with the start of the academic year and ends a full year later.
  • In the case of sudden departure of any of the elected members of the Exco from school or in case of resignation from office, a new officer shall be elected to fill the vacated post during the immediate upcoming regular meeting.

 

Article VII Amendments:

Any amendment to the ISC Constitution shall require an affirmative vote of no less than three-fourths (3/4) of all ISC members.
