Richard A. Westin, Professor of Law, joined the College of Law faculty in 1998 as the Laramie L. Leatherman Distinguished Professor of Tax Law. He was a member of the faculty of the University of Houston College of Law from 1984 until 1998, where he taught in the areas of business and tax law. He holds B.A. and M.B.A. degrees from Columbia University and was graduated from the University of Pennsylvania Law School as a member of Order of the Coif. Professor Westin has published a number of books on tax law, including Federal Tax Planning (Shepards'/McGraw Hill 1990), Federal Income Taxation of Business Enterprises (with J. McNulty and R. Beck, 1995), Tax Fraud and Money Laundering (with R. Hishon and B. Green, 1993), and International Taxation of Electronic Commerce (Kluwer, 2000), as well as numerous book chapters and articles. He is presently working on two books, Federal Income Taxation of Individuals (Aspen/Little Brown, with Prof. J. McNulty of Berkeley Law School) and Federal Officeholders, a study for foreign students of the selection, control and removal of federal judges, legislators and executives. He is currently a member of the International Fiscal Association and has been a member of the Board of Advisors to the Journal of Natural Resource and Environmental Taxes, and a consultant to the United Nations, the Russian Federation, the Canadian Ministry of Mines & Energy and the People's Republic of China.
