The information posted below is an in-progress working draft of a revised State Plan for Kentucky's depository libraries. Introduction
The Federal Depository Library Program (FDLP) grew from a Congressional philosophy that the best citizens were informed citizens; and, that all citizens had a right to the information generated by the various agencies of the U.S. Government. It was Congress's perception that the easiest way to make this information available was to print and distribute these publications to institutions outside the Federal establishment. From the earliest depository, the American Antiquarian Society (1814), the national depository library system has grown to a network of 1,365 depository libraries in 2000.
Currently, twenty-one libraries in Kentucky are designated as depository libraries. These libraries range by type from the highest state appellate court library, to the State Library; and, from college and university libraries, to public libraries. Depository designation is based on an application/selection process for all prospective depository libraries. As part of their charge, designated Federal Depository libraries in Kentucky agree to receive federal government information in all formats and to make this information freely available to Kentucky citizens, both within their respective Congressional districts and statewide.
In 1981, the Depository Library Council to the U.S. Public Printer, an advisory group, recommended that each state prepare a state plan which would coordinate the operations of all its Federal Depository libraries. With encouragement from the Public Printer, a working group of Kentucky depository librarians drafted the first State Plan for Kentucky Federal Depository Library Services. A more formal committee of depository librarians reviewed the plan in 1989/1990 and made substantial revisions. The 1990 revised State Plan was then distributed to all Kentucky depository librarians with a letter of agreement for each library director's signature and approval. The committee deposited a permanent copy of the State Plan with the U.S. Superintendent of Documents.
