Quasi-Endowment
Fund for Employee Creativity Bylaws
Revised: 9/16/02
To recognize staff members for innovative ideas
in efficiency which are now saving money for the institution.
(See Nominations/Deadlines section for clarification of term "now".)
To encourage personnel to make further efforts to reduce costs at the University of Kentucky.
The chair shall be appointed by the Vice President
for Fiscal Affairs & Information Technology. The Chair and/or
co-chairs shall be assisted by a nominating committee of nine
non-faculty employees of the University. The committee members shall serve a four-year term.
A. Paul Nestor shall serve as ex-officio of the committee and
personally present the cash award or appoint a representative.
The committee shall solicit, review and evaluate nominations for
the A. Paul Nestor (APN) award. The A. Paul Nestor committee and
the University of Kentucky shall reserve and possess the right
and responsibility for the final determination of eligibility
and award presentation.
Nominations shall be solicited every year subject
to availability of funds, for innovations implemented in the current
year.
The deadline for submission of nominations to the committee shall
be established by the Committee.
To insure all departments enjoy equal opportunity
to participate, a memorandum shall be mailed to all University departments soliciting nominations
for the award. The program should also be publicized through the
UK News Faculty and Staff Newspaper.
An award will be given to a University employee who, in his/her employment capacity,
makes suggestions for more efficient operations, safer operation,
improved productivity, cost savings, and/or otherwise demonstrates
attitudes, initiative, or creativity that distinguishes him/her
as an exemplary employee of the University of Kentucky.
All regular, full-time University staff members (with at least six months of service)
who are not on the Nestor Advisory Committee are eligible for
nomination. Any staff member (except Nestor Advisory Committee
members), faculty member, or student at the University may submit
nominations. Self-nominations will not be accepted. The nominator
may nominate only one employee; multiple nominations will not
be accepted. A previous Nestor award winner may be considered again
for nomination after five years.
The University of Kentucky shall have the exclusive
right to determine the amount of award, if any.
One cash award shall be given to the employee whose idea was selected
by the awards committee based on the criteria above.
In the event that the winning nominations recognized the efforts
of two or more staff members, the money shall be equally divided
between these parties. In the event that the committee determines
that two nominees are considered equal, the committee shall determine
how the award will be distributed.
A letter of recognition (from the Vice President for Fiscal Affairs & Information Technology)
shall be mailed to all program nominees, recognizing their participation
in the program and extending an invitation to the award presentation
ceremony. A copy of the letter of recognition shall be placed
in the employee's personnel file. The winner of the A. Paul Nestor
award shall be announced and recognized at the awards ceremony.
A copy of the top ten nominee's certificate will also be placed
in the personnel file. A plaque will be awarded to the winner.
A brass plaque with the winner's name will be added to the plaque
which currently hangs on display in the Student Center.
Note: If money is available,
it is suggested that the department be given a mounted certificate.
The remaining top 10 nominees may also be given an unframed "Finalist
Certificate." All other nominees may be given "Honorable
Mention" unframed certificates.
