The compiler of the proceedings of this conference, Thomas W. Samuel, MBA, JD is an Associate Professor in the Health Services Management program in the College of Allied Health Professions at the University of Kentucky. Participation was sponsored by a partnership between the Far East (Russia) Medical University in Khabarovsk and The University of Kentucky. Funding for the partnership comes from the Association of University Programs in Health Administration (AUPHA), U.S. Agency for International Development (USAID) and . Since the compiler does not speak Russian, he was assisted by Natalia I. Solomenro, Ph.D., Assistant Professor, Foreign Language Department, Far East (Russia) Medical University Elena Domatov. Dr. Solomenro, the compiler's interpreter at the conference summarized some Russian presentations in English. Ms. Domatov interpreter in Lexington, Kentucky translated Dr. Vyalokov's paper from Russian to English. In addition presenters at the section of the conference "Problems of Medical Insurance Organizations under Economic Reform in Russia" had their papers translated into English. In most cases the translations were not by individuals experienced in health care terminology either in Russia or the United States and thus the compiler attempted to restate the translations to be understandable. Any errors thus belong to the compiler and not the interpreter or the presenter.
