EXTERNAL DISPLAY OF BANNERS

 Policy
The University of Kentucky shall manage the placement of all informational and promotional banners on campus, to include banners affixed to streetlight poles (street banners), banners affixed to campus light poles (campus banners), banners affixed horizontally between two poles or on structures (horizontal banners), and banners affixed vertically on structures (vertical banners).

Authority
The management of the University’s outside banner program will occur through the cooperative involvement of the following units:

1. University Public Relations:

  1. Approve all messages and designs
  2. Maintain an institutional banner program

2. Facilities:

  1. When requested, manage the budget for and production of permanent and special event banners.
  2. Manage the installation, replacement, repair, and cleaning of all institutional banners and associated hardware.
  3. Manage the installation, replacement and removal of all special event banners.

Purpose
Outside banners are used to promote the University of Kentucky, selected university-wide special events, and selected non-university events hosted on campus.

Process
Proposals for outside banner campaigns for special events and non-university events must be submitted to the office of University Public Relations. University Public Relations Office will determine the number, locations, and duration of all banner placements. The University reserves the right to deny banner requests for events that are not appropriately aligned with the University’s mission and policies, inappropriate design and/or placement.

Appeals regarding the rejection of a banner proposal may be directed to the Committee for Facilities, Environment and Planning.

Duration
The University will maintain a schedule for institutional banner campaigns. Special event campaigns will be considered on a case-by-case basis; however, special event banners will not be installed earlier than two weeks prior to the event, and must be removed within five (5) working days after the event. The duration for display of special event banners will not exceed 30 calendar days. Rotating banner displays should allow at least two weeks between the removal of a banner and the hanging of the next banner unless the banner is affixed to a permanent mounting like a campus light poles.
