LEXINGTON, KY (Nov. 1997)--The UK Chandler Medical Center
was instrumental in the development of the new Medicaid managed care program for Central
Kentucky recipients which was announced Oct. 14 during a news conference at the
Lexington-Fayette County Health Department. Known as Kentucky HealthSelect (KHS), the
program will improve how health care services are delivered to Medicaid recipients in 21
Central Kentucky counties. The start-up date was Nov. 1, 1997. This approach to Medicaid
managed care for Kentucky is different from other states in that it involves a broad group
of providers as well as Medicaid consumers in the overall design and ongoing direction of
the plan. The Region 5 Managed Care Organization, consisting of two members -- CHA-HMO and
the Central Kentucky Regional Provider Entity, Inc. -- will administer the delivery of
Kentucky Medicaid services to approximately 75,000 persons in the 21-county area. Those
counties include Anderson, Bourbon, Boyle, Clark, Estill, Fayette, Franklin, Garrard,
Harrison, Jackson, Jessamine, Lincoln, Madison, Mercer, Montgomery, Nicholas, Owen,
Powell, Rockcastle, Scott and Woodford. Kentucky HealthSelect became operational in six
initial counties Nov. 1: Mercer, Boyle, Garrard, Lincoln, Rockcastle and Madison --
serving approximately 10,000 Medicaid recipients who were previously enrolled in KenPAC, a
program currently operated by the State Department for Medicaid Services. On January 1,
1998, former KenPac recipients in Fayette County will be enrolled, followed by the
enrollment of KenPac recipients in the remaining counties. Enrollment for the balance of
the population of recipients who are aged, blind and disabled is slated for completion by
April 1, 1998.
