These regulations serve to encourage the use of bicycles on campus in a way that promotes safety, convenient access, and aesthetics. As the campus and its activities change and grow, the University desires to enhance the use of bicycles on campus as a means of alternative transportation. The University is flexible and receptive to trying new ideas regarding the use of bicycles and then determining which options best fit the diverse lifestyles of the campus population.
The University assumes no responsibility for the care or protection of any bicycle or its security device while it is parked on University property. The University also assumes no responsibility for the care or protection of any bicycle or its security device during its impoundment or subsequent storage resulting from violations of these regulations.
The action of individuals parking and operating bicycles on campus will be conclusive evidence of their willingness to abide by these regulations.

1. Knowledge of the RulesIt is the responsibility of all individuals operating bicycles and other non-motorized wheeled forms of transportation on campus to read and understand these regulations. Ignorance of these regulations will not be accepted as grounds for dismissal of enforcement actions.
Parking is available throughout campus and is designated by the presence of bicycle racks. Bicycles must be parked only within these designated areas and properly secured. The responsibility of finding a proper parking space rests with the bicycle operator. Inability to find a proper parking space is not a license to violate these regulations.
In order to comply with state and federal safety codes, as well as University regulations, bicycles shall not be parked or stored in the following areas:
Bicyclists are to operate only on university and city roads, in designated bike lanes, bike paths, shared multi-use paths or other areas not restricted by these regulations.
Bicycles and other non-motorized forms of wheeled transportation shall not be operated on pedestrian walkways or sidewalks, in parking structures, within University buildings, or other areas where prohibited by regulations or signs.
The University prevents removal by the owner/operator by placing an immobilizing device on any bicycle that is parked in violation of these regulations.
The University will remove security devices and impound at the expense of the owner/operator, any bicycle that is:
If an individual believes (s)he has been unfairly cited or impounded for violating these Regulations, (s)he may appeal to a committee made up of faculty, staff, and students.
An appeals form and the procedures for filing an appeal may be obtained from Parking Services. Before being entered into the appeals procedure, all outstanding citation and impoundment fees must be prepaid. The completed appeals form must be returned to Parking Services within 10 days of the date the bicycle or other non-mechanical wheeled form of transportation was cited or impounded.

In the interest of clarity, the following definitions are provided:
Bike Lane: A portion of a sidewalk or roadway designated by signs, stencils, or paint that is designated for use by cyclists.
Bike Path: An area designated for the exclusive use of bicycles.
Non-motorized Wheeled Forms of Transportation: Skate boards, roller blades, or any other non-motorized forms of transportation.
