 Out-of-State Rotation Site Assignment Guidelines and Procedures
 

A.  General.  The University of Kentucky (UK) College of Pharmacy (CoP) is a public institution, and its primary mission is to educate residents of the Commonwealth of Kentucky and to produce professionals who will provide patient-centered care for the citizens of Kentucky.  While the UK CoP recognizes the value of geographically diverse rotation sites, the vast majority of PY4 Experiential Education Program (EEP) rotation sites are located in the Commonwealth of Kentucky to support the College’s primary mission.

 

B.  Out-of-State Rotation Site Assignment Request Guidelines

1.  With the prescriptive and directive nature of current American Council of Pharmaceutical Education (ACPE) accreditation standards and guidelines, proposed out-of-state rotation sites must be able to provide PY4 students advanced and progressive pharmacy practice experiences that will contribute to the UK CoP PY4 curriculum.  Out-of-state preceptors must agree to meet the requirement for assessment of outcomes and provide that information to the UK CoP in the approved CoP format.  In addition, preceptors for proposed out-of-state rotation sites must have a faculty/preceptor affiliation with another college of pharmacy in that respective state.   

2.  PY 4 students may only be assigned to a maximum of two out-of-state rotations.  Exceptions will only be made for extraordinary and unforeseen circumstances, primarily of a medical or family illness nature.   
3.  Out-of-state rotation requests will only be considered for the following:

    
 a.  A rotation site that offers substantially unique and different, in addition to advanced and progressive, experiences than those from current CoP rotation site offerings.  Examples of such rotation sites would be the Indian Health Service (IHS) and pharmaceutical, research and regulatory organizations.

     b.  PY4 students with other circumstances or situations which they feel would justify assignment to an out-of-state rotation should contact the PY4 Rotation Program Coordinator.

4.  PY3 students requesting an out-of-state rotation for the PY4 rotation year must be in good academic standing with a minimum CoP cumulative grade point average (GPA) of 3.00, as of the beginning of the Fall Semester of the PY 3 academic year.   

5.  To ensure a full and complete learning experience, PY4 students may be required to complete UK CoP rotations as a pre-requisite before being assigned to an out-of-state rotation.

6.  UK Chandler Medical Center policy requires that a clinical education agreement (CEA), a legal contract/affiliation agreement, must be completed for PY4 rotations, to include out-of-state rotations.  Due to the extensive review and coordination requirements for this document, a 6 month lead time is required when initiating an out-of-state rotation request.

7.  PY4 students will not be assigned to out of state rotation sites where there is a conflict of interest with regard to evaluating student performance.  Such conflicts include, but are not limited to, assignment to a rotation site where the preceptor or owner of the facility is a relative, family member or close friend; assignment to a site where the student has previously been or is currently employed; or assignment to a preceptor who has a business or financial relationship with the student.

8.  PY4 students are responsible for all associated costs for out-of-state rotations, to include travel and lodging costs and any fees/payments assessed by the rotation site.


9.  PY4 students should become familiar with and understand the requirements to register as an intern and submit hours with the applicable state’s board of pharmacy,
and determine if those hours will be transferable to Kentucky.  Students should be aware that they may not receive internship hour credit for out of state rotations. 

 
C.  Procedures for Out-of-State Rotation Assignment Requests

PY4 students desiring to be assigned to an out-of-state rotation site must adhere to the following procedures (note:  it is recommended you contact the PY4 Rotation Program Coordinator and outline the proposed out-of-state rotation request to determine the overall feasibility of the rotation site request and determine if previous rotation sites have been established in that geographical area):

1.  Make the initial contact and get approval for the rotation site assignment from the out-of-state preceptor. 

    
 a.  Ascertain that that the preceptor has a faculty/preceptor affiliation with another college of pharmacy in that respective state.  Proof of preceptor affiliation/appointment will be required.         

      
b.  Ascertain that the preceptor will agree to meet the requirement for assessment of outcomes and provide that information to the UK CoP in the approved CoP format.
    

      c.  Obtain a copy of the rotation site syllabus to help ascertain that the rotation site will provide advanced and progressive pharmacy practice experiences.

2.  Receive permission from the Director, Professional Practice Programs for the out-of-state rotation.  Students should communicate this request via email and ensure they provide their reasons for requesting the out-of-state rotation.  Note:  if the Director, Professional Practice Programs provides approval, planning and administrative steps for establishing the rotation site will commence. 

3.  Provide full contact information for the rotation site/preceptor to the PY4 Rotation Program Coordinator.
   
4.  Continue to maintain communication with the PY4 Rotation Program Coordinator during the establishment of the rotation site.

 
D.  International Rotation Site Assignment Request Guidelines

The guidelines and procedures for requesting an international rotation are the same as those for out-of-state rotation requests as outlined in Paragraphs B and C above.
 
E.  International Rotation Site Assignment Special Requirements.

1.  In addition to the requirements of Paragraphs B and C above, proposed international rotations may require
much more extensive review and coordination requirements.  Therefore a minimum 9 month lead time is required when initiating an international rotation request.

2.  Students assigned an international rotation must also register with the Study Abroad section of the UK Office of International Affairs and complete all required paperwork with that office.
