This information is provided to meet the requirements of the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act of 1998 and the Kentucky Postsecondary Education Campus Security (Minger) Act of 2000.
Section 1: Campus Security Authority
1. The following have been identified as campus security authorities:
- Student Affairs : Dean of Students

- Student Activities
- Student Services
- Athletic Director(s) (Team Coaches)
- Campus Law Enforcement
- International Affairs
2. The following describes the enforcement authority of the identified campus security authorities:
Campus Law Enforcement: UK police are responsible for a full range of services including crime reports, investigations, medical emergencies, fire emergencies, traffic accidents, enforcement of state laws and all other incidents requiring police assistance. University police officers receive their law enforcement authority through the provisions of Kentucky Revised Statutes 164.950 – 164.990. University police officers have law enforcement authority on property owned or controlled by the University and streets that run through or adjacent to campus. They are also empowered to conduct University-related criminal investigations anywhere within the Commonwealth of Kentucky.
Campus officials that have a significant responsibility for students and campus activities are considered to be Campus Security Authorities as defined by the Kentucky Postsecondary Education Campus Security (Minger) Act of 2000.
3. The following describes the working relationship of campus law enforcement
with
federal, state and local police agencies:
University police officers maintain a close working relationship with
local, state and federal law enforcement agencies. Officers meet with
their counterparts from Lexington-Fayette Urban County Division of Police;
Kentucky State Police;
Federal Bureau of Investigation (FBI); U.S. Postal Inspectors; Alcohol,
Tobacco and Firearms (ATF); and the Secret Service regarding common
crime problems and criminal activity on and near campus. UK Police participate
in monthly Regional Crime Information Exchange (RCIE) and Regional Organized
Crime Information Center (ROCIC) meetings with other law enforcement
agencies from Kentucky. Crime related reports and statistics are routinely
exchanged among participating agencies. UK Police are also active members
of the International Association of Campus Law Enforcement Administrators
(IACLEA) and the Kentucky Association of Law Enforcement Administrators
(KAULEA).
Section 2: Description of Information Programs
1. Campus Safety and Security:
The University of Kentucky Police Department employs a full time police officer that is February 2, 2009 reviews, and surveys the effectiveness of crime prevention programs, procedures, and performances. The Specialist recommends that the University community and Police Administration security improvements that are based on the latest crime prevention standards and/or design. The Specialist conducts crime prevention presentations on methods related to self protection, protection of property, and coordinates the scheduling of STARR classes.
The following is a listing of the crime prevention programs and projects employed by the University of Kentucky. All programs are provided free-of-charge.
Adopt-A-COPP (Campus Oriented Police Program): This program is a joint effort between the Police Department and the Office of Residence Life. It was created to serve the student resident population. Adopt-A-COPP establishes a police presence in residence halls. A police officer essentially becomes a member of a residence hall’s staff. Officers build rapport with the residents through various programming methods such as implementing crime prevention measures like operation identification and bicycle registration for the student residents, conducting educational and safety programs, assisting in maintaining the physical security of the buildings, etc. Officers attend Residence Life staff meetings and provide updated crime statistics for their residence halls, then follow up with appropriate crime prevention methods with the students at floor meetings.
Escort Service: The Student Government Association contracts an escort service for the university community. The UK Police Department provides technical support and training. This free service is provided Sunday through Thursday, 8 PM to 1 AM, with extended hours during finals weeks.
New Student Orientation: The UK Police Department participates in the Summer Advising Conferences, addressing and meeting new students and their parents, making available to them printed materials dealing with crime prevention measures, campus safety, etc.
STARR (Self-defense Techniques And Risk Reduction): This program is a self-defense program that is only offered to females at this time. The class is comprised of class lectures on rape prevention, crime prevention, and spousal/relationship abuse. In addition to the class lecture, full physical contact and self-defense applications and techniques are taught. The class empowers the participant to have confidence in their physical abilities to defend themselves against an assault by implementing a scenario attack on the last night of the class (optional). The class is offered for a nominal fee and can be repeated at any time in the future for no charge.
Emergency Telephones: Emergency telephones linked directly to the University of Kentucky Police Department’s telecommunications office are located throughout campus.
Crime Prevention Presentations: Crime prevention presentations are made to various campus departments, groups and organizations.
Printed Crime Prevention Materials: Printed crime prevention brochures, posters, flyers, and bookmarks relating to telemarketing fraud, street sense, business travel, crime prevention at work, a safe workplace, drunk driving, alcohol, road rage, protecting privacy, spotting a con, cyber safety, safety tips for runners and walkers, home security, sexual assaults, motor vehicle security, bicycle safety, residence hall security, self defense, teen dating violence, rape, date rape, "date rape" drugs and violence in the workplace are available and widely distributed throughout campus.
Electronic Alarm System: A computer-based electronic system is monitored by Simplex. UK Police dispatch is notified immediately of duress and intrusion alarm system activations. The Lexington-Fayette Urban County Division of Fire and Emergency Services is notified immediately, followed by UK Police, of any fire alarms.
Security Surveys: Security surveys or audits are conducted for various departments, organizations and individuals annually. Contact the University Police Departments Crime Prevention Office to schedule a survey.
Lighting and Grounds Surveys: Detailed surveys of exterior lighting and landscaping are conducted annually.
Operation Identification: The UK Police Department maintains engraving tools for use by members of the university community on a check out basis. ADOPT-A-COPP officers instruct and conduct Operation Identification for student residents. The UK Police Department encourages all members of the community to participate in Operation Identification, at home and at their workplace. Engraved property is much easier to identify and return if stolen.
Bicycle Registration: UK Police encourage anyone bringing a bicycle on campus to have it registered, either through their local police department or through the UK Parking Department. Registration forms are available at the UK Police Department, through Adopt-A-COPP officers or electronically via the UK Parking & Transportation Department’s web page.
Alcohol Awareness and Education: The University Police and the Dean of Student’s Health Education Office offer educational and preventative presentations. This programming is conducted each year in the residence halls, fraternities and any other organization requesting such programming.
Crime Stoppers: UK Police participate in the local Crime Stoppers program wherein callers may give information anonymously concerning crimes and receive monetary rewards for their help.
Community Policing Program: University police officers attend meetings of many departments and campus associations to provide up-to-date crime prevention information and to hear the concerns of members of the University community about crime and safety issues.
Community Awareness Programs: Members of the University Police actively participate in University sponsored awareness programs, such as resource fairs, staff appreciation, health fairs, etc. The purpose of these programs is to provide the University community with a wide range of information concerning the different resources available to them through the different University departments.
Internet World Wide Web Site: The UK Police department maintains a web site at www.uky.edu/Police for quick and up-to-date information on the police department and services it provides in addition to crime statistics, crime prevention information, emergency procedures, on-line registration for RAD and bicycle registration. Special alerts and timely reports are also posted to this site. The University community is encouraged to take a few minutes and browse this site. A daily crime log is also available at this site.
2. How to Report Crimes:
Like any other community of its size, the University of Kentucky experiences crimes, accidents, injuries and other emergencies. To report a crime or emergency, the University of Kentucky Police should be notified at 859-257-1616 or at 911 for on campus emergencies. These numbers are staffed 24-hours a day by trained and state certified telecommunications officers. All crimes and/or emergencies occurring on campus should be reported to this office as soon as possible. The police department’s telecommunications office is equipped with a telecommunications device (TDD) for communications with the hearing impaired.
Cellular customers (AT&T, Cingular, Nextel, Sprint, T-Mobile, and Verizon) may dial #UKPD (#8573) to make direct contact with the University Police. Dialing 911 from a cellular phone will continue to be connected to the Lexington Police Dispatch Center.
The University of Kentucky campus is equipped with numerous emergency telephones. These phones are programmed to automatically dial the UK Police when activated. The telecommunications officer receiving the call knows exactly where the call is originating. To use these phones, simply push the red button and the emergency call will be initiated.
UK Police maintain direct communications with the appropriate local police, fire and emergency medical response agencies in order to facilitate their responses in an emergency. Direct communication is also maintained with the University’s Physical Plant Division, Environmental Health and Safety Department, Department of Hazardous Materials, Parking and Transportation Services and Medical Center Security.
University police encourage prompt and accurate reporting of all criminal matters.
3. How to Prevent Crimes

Crime Log: A crime log is maintained by the Central Records custodian. This log contains all of UK Police Department’s activity such as reports taken, arrests made, etc. It is updated daily and housed in the telecommunications office to allow 24-hour access.
Student Newspaper: The UK student newspaper, the Kentucky Kernel, has access to all information contained in the crime log. The editor of the paper makes the determination on whether a campus crime report is published. Some editors choose to print one weekly, others choose not to publish this information. If a serious or unique crime has occurred, a special article is also usually printed in the newspaper, with follow up articles as needed. The Kentucky Kernel is printed weekdays.
Timely Reports: If circumstances warrant it, special timely alerts are prepared and distributed either selectively or throughout campus. These bulletins advise the situation, steps to take to avoid being victimized and the number to call for more information or to report a crime.
Crime Stoppers: UK Police participate in the local Crime Stoppers program wherein callers may give information anonymously concerning crimes and receive monetary rewards for their help.

Notes for Preceding Chart
- These are the crime categories as required by the Federal and State statutes. Those crime categories listed in bold print are specific to the Minger Act while both statutes require all others.
- On-campus property includes all property owned by the University and any reports taken by University officers on adjacent streets. It includes the University of Kentucky Chandler Medical Center and Arboretum area.
- Any attempt to commit the crimes listed in column one. A dash (-) indicates that this is not a committable offense.
- Number of crimes that occurred in University residence halls, student apartment housing, or Greek sponsored housing facilities. These numbers are included in the on-campus (2) property totals.
- Non-Campus Property. These are any of the officially recognized/owned/leased/controlled University properties that are located away from the main campus area. Included in this field are the University Research Farms and medical clinics located away from the main medical campus area.
- Public property within the same reasonably contiguous geographic area of the institution (sidewalk, street, other thoroughfare or parking facility) and adjacent to a facility owned or controlled by the University. These crime statistics are those reported to/by the Lexington-Fayette Urban County Government Division of Police, the law enforcement agency with primary jurisdiction for these areas. Lexington Police uses U.S. Census blocks (8.02, 9.0. 18.0, 24.0, 1.0, 25.0, 7.0, 8.01) to report these numbers. Census blocks contain a larger geographic area than the Acts require for reporting. However, these areas are heavily populated with students, faculty, and staff.
- Hate Crimes – These are crimes that fall into one of the reportable categories as required by statute, or other crimes in which the victim was intentionally selected because of an actual or perceived prejudice.
