Communications and Records
The Communications Division of the University Police Department is a part of the Administrative Services Division. This Unit handles all phone, radio, and referral calls for service. In 2002 the Communications Unit received 12,281 calls (3,748 of which were 911 calls) for service - those where the public requested or required police contact. In addition, 15,264 officer initiated calls were received via the radio system. This includes traffic stops, field investigations, and all other radio traffic that an officer called out while in the field. From these calls, 4,388 case numbers were issued.
Emergency calls (911) and non-emergency calls (257-1616) are received and then prioritized. Calls of an immediate, life threatening nature receive the highest priority. Officers are sent to or diverted from other calls when a higher priority response is required. A digital recording system allows immediate play - back of all telephone and radio transmissions coming into the communications center - allowing Communications Officers to quickly replay messages whenever necessary. In addition, a Telecommunications Device for the Deaf (TDD) is used to assist hearing-impaired callers.
Employees of the Communications Unit are fully trained and certified by the Kentucky Department of Criminal Justice Training. Initial certification training requires 84 hours of classroom and practical exercises in all forms of emergency and routine public safety communications. Communications Officers are then required to attend 16 hours of in-service training each year to maintain their certification. Yearly in-service training offers many specialty-training areas such as hostage negotiations, domestic abuse, and critical call handling.

User's guide to 9-1-1 for Emergencies:
What is an emergency?
Any serious medical problem (chest pain, seizure, bleeding) Any type of fire Any life-threatening situation (fights, people w/ weapons, etc.) What information will the 9-1-1 operator need? The location where assistance is needed The nature of the emergency Your name and phone number Descriptions of suspects or vehicles Descriptive Information People Vehicles Sex Color Race Year Height Make Weight Model Age Body Style (2/4 door, etc) Clothing License Number Any distinguishing features (glasses, scars, etc) Always listen to the police operator. The questions they ask are for the safety of the public and officers. Just because they are questioning you, does not mean that help is not on the way. Information is entered into a computer and dispatched as quick as enough information is gathered to send an appropriate and safe response. The officers may arrive while you are still talking to the operator. Remain on the line until you are told to hang up. If you feel that you are in danger by staying on the line, advise the operator of this and they will have you hang up and move to a safe location. Be familiar with you area. We cannot help you if you don't know where you are. The 9-1-1 system is equipped with automatic location and telephone numbering data but this information must be confirmed for accuracy. Due to confidentiality standards, we do not release information from reports over the phone. We also do not fax reports.
HOW TO REQUEST A REPORT:
Copies of complaint and offense reports, as well as accident reports, may be obtained in person or by mail. Copies of traffic or arrest citations must be picked up at the Fayette County District Court Building located at 140 N. Martin Luther King Blvd.
TO OBTAIN IN PERSON, valid picture identification must be presented. Please also be prepared to provide the Central Records personnel with the case report number (if provided by the officer), name of the complainant, type of offense, and date of the report. If you are requesting a traffic collision report, please be prepared to provide the case report number, the name of the driver/owner, location of collision, and date of collision.
TO OBTAIN BY MAIL, a letter of request with the above listed information must be mailed along with a self-addressed, stamped envelope to the address that is listed above.
Reports will only be released to complainants, victims, owners of involved property, authorized insurance agents, parents of involved juveniles, and company/university representatives.
Any information that may jeopardize the effective prosecution of a case will not be released without prior approval of the prosecuting attorney's office. Parties that do not meet the qualifications for release of information will be referred to the University of Kentucky Legal Office for the proper filing of a Freedom of Information Request.

RECORDS/BACKGROUND CHECKS (Arrest records/Criminal histories) may be obtained only in person and only for the individual making the request. A government-issued picture I.D., such as a driver's license, with date of birth must be presented. An additional document with printed social security number is also required.

Statistical Information
Standard statistical information, such as those that meet the requirements of the Federal Campus Crime Statistics Act of 1998 (Clery Act), General annual crime and activity totals, Student alcohol related charges and arrest, and a Traffic accident summary are available on-line and in printed form in the lobby of UK Police headquarters.
More specific statistics may be requested by writing a letter of request to
the Supervisor of Central Records. The letter should address specifically what
type of information you are requesting and the time frame that you would like
reflected. Please include a contact phone number for any questions that may
need to be addressed with regards to the request. Please allow 7 to 10 business
days for special statistical request to be processed.
