Academic Freedom
Faculty Members as Scholars
The University of Kentucky encourages and respects the academic freedom of all faculty members. Academic freedom includes freedom of inquiry, discourse, teaching, research, and publication. The University seeks to protect faculty members against internal and external influences which might restrict them in the exercise of these freedoms in their area of scholarly interest.
Faculty members and students are permitted and encouraged to investigate any theory, challenge any premise, engage in political and social debate, and express dissent. Their academic careers are not jeopardized by such activities unless the behaviors violate laws or University regulations, interfere with the normal operation of the education, research, and service programs of the University, interfere with the rights of others, or create situations which result in conflict-of-interest by the faculty member.
Faculty members who believe their academic freedom has been violated may present their concerns to the Advisory Committee on Privilege and Tenure of the University Senate. Information regarding the termination of appointments of tenured faculty is contained in GR X-4-5. The academic freedom of non-tenured faculty is specified in GR X-6.
All faculty members are urged to become members and to participate in meetings of national, international, regional, and state organizations and associations in their own fields. Funds may be available to defray the expenses of those who are authorized to attend meetings by the appropriate administrative officers.

Faculty Members as Citizens
Faculty members have the same freedoms as other citizens. When faculty members speak or write as citizens or as members of professional or other groups, they should indicate that they are not speaking for the University and should not use University letterhead or other material indicating a University origin.
Like other citizens, faculty members are free to engage in political activities. Participation in political activities must be consistent with the law and the faculty's obligations as teachers and scholars.

Faculty Rights and Responsibilities
The Code of Faculty Responsibilities applies to all faculty members and to all graduate students and others with teaching and/or research assignments in the sectors; these individuals are referred to collectively as "teaching and research personnel."
Teaching and research personnel are to respect the following rights:
• the right to pursue academic and administrative activities;
• the right to free and orderly expression;
• the right to privacy, including privacy of desk, carrel, and office space, and freedom from improper disclosure of social or political views or activities
• the right to proper and fair treatment regardless of race, religion, political belief, age, or gender.

American Express Corporate Card
A corporate American Express card is available to University of Kentucky employees. Travel expenses can be charged to the corporate account and payment made to American Express.
While participation in this program is optional, individuals who do choose to participate are liable for all charges to the card. Delinquent assessments to the individual, if necessary, will be the same as those for personal American Express Cards.
Application forms and instructions for obtaining a corporate American Express Card are available through the offices of the deans of the colleges.

Awards
College and Departmental Awards
Many colleges and departments make awards annually to faculty members. Information concerning these awards can be obtained from the offices of college deans and department chairpersons.
Lexington Campus Sector Awards
Chancellor's Awards for Outstanding Teaching
The annual Chancellor's Awards for Outstanding Teaching are designed to recognize individuals whose performance in the classroom or the laboratory has been outstanding over a sustained period of time. Awards are given in each of three categories: tenured faculty, untenured faculty, and graduate teaching assistant. Qualities of dedication, imagination, creativity, inspiration, and concern for students are among the traits that are used for selection of the recipients. Individuals for the awards must be acknowledged experts, who exhibit the highest ideals of teaching at the graduate or undergraduate level and who are models to be emulated. The awards consist of monetary prizes of $5,000 for tenured faculty, $3,500 for untenured faculty, and $1,000 for teaching assistants.
Nominations are solicited by the Dean of Undergraduate Studies from all faculty, staff, students, and alumni on the Lexington Campus, and individuals may nominate themselves. A committee appointed by the Dean of Undergraduate Studies selects recipients.
University Awards
Great Teacher Awards
The Great Teacher Awards are University-wide awards for outstanding teaching. Up to five awards are made each year. The selection of recipients is made by the Great Teacher Awards Committee of the University of Kentucky National Alumni Association. Each recipient receives $750, a certificate, recognition at a special luncheon for great teachers, and recognition at Commencement.
Summer Faculty Research Fellowships
Summer Faculty Research Fellowships, providing stipends of $5,000, are awarded annually. All assistant professors on an academic year nine-month, tenure track appointment who have no other salary support from a research grant or summer teaching assignment during the eight-week summer session are eligible to apply. Recipients are required to continue employment with the University during the year following the award. Priority is given to applications from assistant professors appointed within the last three years. Application forms can be obtained from the Office of the Vice President for Research and Graduate Studies.
The Special Summer Faculty Research Fellowships
Special Summer Faculty Research Fellowships, providing stipends of $7,500, support research where uncommitted time in the summer will permit an assistant professor to complete a research project already in progress. Recipients can receive no additional salary support from May 16th to August 15th from teaching, other grants, or other fellowships. Application forms can be obtained from the Office of the Vice President for Research and Graduate Studies.
The William B. Sturgill Award
The William B. Sturgill Award is a prestigious award given to one recipient each year for outstanding contributions to graduate education at the University of Kentucky. Nominations are solicited each fall by the Dean of the Graduate School. Selection is made by the President upon recommendation by the dean and a Steering Committee. The recipient receives a cash award and recognition at University Commencement.
University Research Professorships
These awards were established by the University to enhance and encourage scholarly research productivity, provide an opportunity for concentrated research effort for selected faculty members, recognize outstanding research achievement by members of the faculty, emphasize its research functions and publicize its research accomplishments in order that the research function of the University is appropriately recognized and understood.
A faculty committee recommends the recipients of the research professorships to the Vice President for Research and Graduate Studies who, in turn, submits the list to the President with a recommendation. Usually no more than three awards can be recommended to the Board of Trustees for approval in a given year.
The recipients of the one-year University Research Professorships may devote full time to research, thereby reimbursing the department for teaching responsibilities; continue to teach, and use the award for support of research activities; or a combination of these options.

Collegial Communication
Most faculty concerns or complaints can be resolved informally through normal collegial communication. Faculty members are encouraged to take complaints to their immediate supervisor in the spirit of problem-solving. Should these efforts be unsuccessful, the faculty member may elect to proceed to higher levels of administration or to the University Senate Advisory Committee on Privilege and Tenure, which has broad jurisdiction on all matters relating to professional privilege as well as tenure.

Direct Electronic Deposit
All new employees hired in a regular status on or after July 1, 1999, will be paid through direct deposit. Employees hired before July 1, 1999 may elect to receive their pay through direct deposit. Documentation of payment will be provided to each employee. The University will deposit an employee's pay, on payday, to any of the 12,000 commercial banks, savings and loan institutions, and credit unions that are members of the National Automated Clearing House Association (NACHA) organization. Records Maintained Regarding Faculty and Where Those Records Are Held
Academic Ombud Office – Maintains records of complaints, investigative documents, and final decisions concerning matters under that office’s jurisdiction.
Affirmative Action Office – Maintains records of complaints, investigative documents, and final decisions concerning matters under that office’s jurisdiction.
Board of Trustees – Board Minutes contain final Board action to approve or receive reports on actions related to faculty. Board minutes are maintained at the offices of the Deans, Chancellors, Vice Presidents, President, Senate Council, and UK Library Special Collections and Archives.
Board of Trustees Committees – Minutes and records of Board committees are maintained by the Office of the President.
Chancellor’s Office – Maintains records of the Chancellor’s recommendations and decisions on faculty personnel matters.
Controller’s Office – Maintains certain payroll information and records of travel expenses.
Dean’s Office – Maintains the Standard Personnel Files of the college faculty, except where such maintenance has been delegated to a department, school, or graduate center. Maintains records of the Dean’s recommendations and decisions on faculty personnel matters.
Dean of Graduate School – Maintains records of the Dean’s recommendations and decisions on faculty personnel matters.
Department – The department chairperson maintains in the Standard Personnel File (or forwards to the Dean if the College maintains the file) copies of his/her recommendations and communications with the faculty member concerning the personnel actions originating in the department that affect the faculty member. The chairperson maintains records of absence records, and other associated submitted requests and approvals for vacation, sick, travel and other leaves. The department faculty member is responsible for maintaining certain of his or her personnel records up-to-date such as C.V. and copies of published works.
Electronic Records – Much information about the position, salary, employment dates, leave status, benefits, etc. of a faculty member are maintained electronically by the University’s Human Resources System (HRS), or in departmental or college “faculty databases.” For more information about the electronic records maintained by HRS, see the following web site: http://ukcc.uky.edu/%7Euka050/hrsug.html.
Human Resources Employee Benefits – Maintains records concerning life, dental and health insurance, CATSelect, and Employee Education Forms.
Human Resources Records – Maintains copies of Payroll Authorization Record (PAR) actions, “screen 16 print-outs,” “master sheets,” I-9 records, certain retirement and worker’s compensation papers, and other records that might be submitted for maintenance.
Human Resources Retirement Office – Maintains records documenting retirement.
President’s Office – Maintains records of the President’s recommendations and decisions on faculty personnel matters.
University Archives – Upon retirement or separation, the sector-level faculty personnel files, the College/Department Standard Personnel File, and any other master copies of permanent faculty personnel records held by colleges, departments or other units are forwarded to permanent storage. As non-historical permanent records, the University Archives and Records Program will provide University offices with guidelines for storing or reformatting faculty personnel files. In addition, files relating to specific faculty personnel cases that were adjudicated by now-retired University Presidents are held in restricted files among the UK Library Archives holdings of the official papers of the retired University Presidents. Folder/title inventories to the presidential collections are made available upon request.
University Senate Council – Maintains through the office of the Special Assistant to the President for Academic Affairs, annual reports of the Senate Advisory Committee on Privilege and Tenure which may include the recommendations, minutes, submitted appeals, and other supporting documentation concerning personnel cases handled by the Committee.
Vice President for Research and Graduate Studies – Maintains records of the Vice Chancellor’s recommendations and decisions on faculty personnel matters.

International Affairs

The Office of International Affairs (OIA) provides leadership, coordination, and service to the University and the community in four areas: service to international students and scholars; study abroad programs and services; international research contracts and grants to offer overseas experiences to faculty and staff and to attract international students to the University; and internationalization of the curriculum, campus, and community. OIA is located in Bradley Hall.
International Student and Scholar Services
International Student and Scholar Services (ISSS) is a primary resource for international students at the University. ISSS arranges the meeting of arriving international students at the airport, helps them find housing, presents a full orientation program, advises on immigration matters, offers free English classes, and maintains an emergency loan fund and limited scholarship aid. ISSS also counsels students on non-academic concerns and sponsors both international student organizations and cross-cultural activities for internationals and Americans such as Cosmopolitan Club and the International Hospitality program. The office helps academic departments bring international scholars to the University for teaching or research. For more information, call 257-4067 ext. 238 or 241.
Participant Training Services
Participant Training Services administers international grants and provides placement, advising, and administrative services for externally sponsored international students. The cost of these services is $300 per semester. For literature describing these services, call 257-4067 ext. 228.
Development Contract Services
The contracts and grants unit provides assistance throughout the University in preparing technical proposals for international contracts and grants. It also provides project management and implementation services for multi-college projects. For more information, call 257-4067 ext. 232.
Study Abroad Services
Study Abroad Services provides information, counseling, and services for students interested in working, traveling, or studying abroad. The University offers summer, semester, and year-long study abroad programs in many countries. Study Abroad Services coordinates scholarship programs such as Deauville Exchange, English-Speaking Union Scholarships, Fulbright Graduate Scholarships, Heidelberg Scholarships, Marshall Scholarships, OIA Scholarships, New Horizon Scholarships, and Rhodes Scholarships. Students can purchase International Student Identity Cards, the Youth Hostel pass, and the Eurail Pass from this office. The Study Abroad Library is located in Bradley Hall. Community Relations
A Community Liaison matches international students with K-12 teachers in the International Classroom program and initiates opportunities and responds to school and community requests for international programming. The Community Liaison is also executive director of Kentucky-Ecuador Partners of the Americas. For more information, call 257-4067 ext. 226.
Other Functions
Some other functions of the Office of International Affairs include negotiating new linkages with overseas institutions, acting as an information source for faculty Fulbright applications, hosting foreign visitors, encouraging internationalization of courses in a variety of disciplines and new study abroad programs, and helping to initiate and implement new ideas in residence life such as Jewell Hall International Living and Learning Center, and in curriculum such as International Studies and World Regional/Foreign Language Concentrations and the topical major in International Studies.

Maternity Leave
Maternity leave is approved by the appropriate chancellor/vice president under the provisions for sick leave. Approved leaves may begin at the time that the physician advises the faculty member to cease working, but usually do not exceed 30 working days or six calendar weeks.

Meetings of higher-level decision-making bodies at the University of Kentucky in general are subject to the Kentucky Open Meetings Act. Guidelines for salary distribution are established annually for faculty and staff salary pools. Generally, the faculty salary pool is distributed to individual faculty members on the basis of merit, with a relatively small portion of the pool utilized for catch-up, and other market and equity adjustments that may be required in a given year.

Payment of Salary
Annually the President of the University, after the operating budget has been approved by the Board of Trustees, provides a letter to Chancellors and Vice Presidents indicating the amount of money that is available for salary increments based on merit, for promotions, and for salary adjustments. The letter also provides the procedure for approval of handling salary increments that are not within the procedures specifically outlined.
