The Child Abuse and Prevention Treatment Act (CAPTA) was reauthorized in 2003. The roles and responsibilities of Citizens Review Panels and state child welfare agencies were modified. The new language regarding CRP's sets forth the following requirements:
- Review PRACTICES of state child of state child welfare agencies in addition
to policies and procedures
- Each panel is to engage in "public outreach" in order to assess how
services for families and children are impacting the public
- The state child welfare agency is to respond in writing within six months
to the recommendations of the Panels
- The states are to include a summary of the activities of the Citizens
Review Panels in their annual report to the feds
