Brief description: Puerto Rico has two Citizen Review Panels which were initiated in 2007. These panels are organized in the Caguas and Aguadilla Region. In addition we have a Death Review Panel, which is going to serve as our third Citizen Review Panel.

Annual Report submitted: The first report will be submitted in June 30, 08.


Sample of Current Work Projects/Focus:


The Aguadilla Citizen Review Panel is focusing on evaluating the needs and the profile of minors with special needs who are currently experiencing difficulties in the homes that they are placed in. These problems have led to various emergency placements. The panel will evaluate the procedures in place to determine the type of placement and the necessary services these minors needs. The procedures will be compared to the Agency’s practice. The scope of the investigation and the recommendations will be based on information gathered island wide.

The Caguas Citizen Review Panel will investigate, analyze, and offer recommendations on the apparent lack of placement resources, specifically foster homes.. The investigation is going to extend to all the regions. Here also, the scope of the investigation and the recommendations will be based on information gathered island wide.

Since the themes chosen by both Panels compliment each other, they are going to collaborate with each other in these projects.

The Death Review Panel focuses on evaluating the cause of death of minors in Puerto Rico in order to recommend policies and programs to prevent these deaths from happening again in the future.
