The QIC PCW has designed a multi-faceted, iterative process in an attempt to move toward a topical focus for research and demonstration subgrants that are timely and responsive to the needs of the field. It includes strategies to obtain both the breadth of stakeholder perceptions, models being implemented and trends experienced, with the depth of how programs are actually working, outcomes being achieved and lessons learned. A summary of findings from the Knowledge Gaps Analysis and Needs Assessment was completed during Phase I. These findings were used to inform the selection of the topical focus for the research and demonstration projects.
