EXPERTISE
Elizabeth Coyle was educated in upstate New York, earning her BS and MS in Environmental Engineering at the State University of New York - College of Environmental Science and Forestry in conjunction with Syracuse University. Her graduate school research resulted in the first GIS non-point source pollution model of the entire Onondaga Lake Watershed in Syracuse. Her work experience includes six years with the New York State Department of Environmental Conservation, where she gained five years of experience in the Division of Water. During that time, she regulated over $500,000,000 worth of water quality improvement projects. Her experience includes the regulation of the five major wastewater treatment plants, as well as the design, development, and code review of wastewater treatment plant upgrades, sewer system upgrades and CSO/SSO improvement projects. Elizabeth relocated to Kentucky in July 2004 and worked with the Louisville Metropolitan Sewer District (MSD) in Regulatory Management Services for two years. Her duties while with MSD included the project management of many of the water quality sampling and modeling projects in support of regulatory requirements.
Since joining KWRRI, Elizabeth has continued to work on water quality projects in a regulatory capacity, assisting in the development of TMDLs on behalf of KWRRI. In addition, as President of Coyle & Associates, Inc. she has been hired by the Kentucky Division of Water for assistance in the development of water quality guidance documents for the State and to support them in a technical capacity with Consent Decrees that have been executed with various municipalities in the State. To compliment her working efforts, Elizabeth is pursuing a doctorate in the Water Resources option of Civil Engineering at UK.
