Terry D. Allen has led the UK Office of Institutional Equity and Equal Opportunity since 2003. As Associate Vice President for Institutional Equity, he is responsible for upholding the institution's commitment to equal opportunity in academic programs, employment, services and activities. In July 2015 through March 2017, Mr. Allen assumed the position of Interim Vice President for Institutional Diversity reporting to President Capilouto and advising the President and Provost on all academic, fiscal, programmatic and administrative policy decisions regarding the University's diversity and inclusivity goals. He has worked extensively with academic colleges, UK HealthCare, and administrative units throughout campus. In addition to managing numerous UK Strategic Plan and regulatory policy assignments, Mr. Allen served as Chair of the UK Equal Opportunity Committee, co-chair of the Women's Leadership and Career Development Task Force, UK Institutional representative for equal opportunity and diversity to the Kentucky Council on Postsecondary Education Committee on Equal Opportunities, and representative of the university before many federal and state agencies. As a member of the Martin Luther King, Jr. Holiday Planning committee, Mr. Allen coordinates the annual MLK Freedom March in downtown Lexington, in addition to working with other state and local organizations.
Mr. Allen has served in a variety of leadership roles since leaving the corporate world to join UK professional staff in 1983. His initial nine years of work in Student Affairs provided an experience that focused on the critical work of a postsecondary education official – student success. Originally from the state of Kentucky and a graduate of the University of Kentucky College of Business and Economics, he developed a passion for learning and a demonstrated commitment to the values of equal opportunity, access and inclusion throughout his life and professional career.
Patty Bender, Assistant Vice President for Equal Opportunity

Patty Bender was appointed Assistant Vice President for Equal Opportunity at the University of Kentucky in June 2003. Patty was formerly the affirmative action/equal opportunity compliance officer at UK. She has worked in the Office of Institutional Equity and Equal Opportunity since March 1996. She worked in the College of Medicine beginning in 1988 after transferring with her family to Lexington. Patty’s main function is to assure that the university is compliant in providing equal opportunity as outlined in the university’s Affirmative Action Plan and Governing Regulations, including appropriate accommodations required under the Americans with Disabilities Act (ADA). Patty is a charter member of the state KYBLN board of directors and is frequently called on as a resource person regarding the ADA and other equal opportunity subjects.
Heather Roop, Technical Compliance Officer

Since 2006 Heather has served as the Technical Compliance Officer for the University of Kentucky, Heather’s duties include collecting and formatting employment data to write the University’s Affirmative Action Plan and provides that information to University administrative units and officials. Heather determines compliance with all Affirmative Action/Equal Opportunity commitments, develops and presents training programs on Affirmative Action/Equal Opportunity issues to institutional units and groups, and oversees the office’s records management system. Heather is also responsible for handling accommodation requests pursuant to the Americans with Disabilities Act (ADA).
Martha Alexander, Title IX Deputy Compliance Officer

Martha Alexander has served as the Deputy Title IX Compliance Officer for the University of Kentucky since July 2015. Prior to joining the University, Martha served as the Assistant Director of the Office of Equity and Inclusion and the Deputy Title IX Coordinator at Eastern Kentucky University. While in private practice, Martha litigated civil rights discrimination cases, advised clients regarding employment matters, and provided guidance to clients on a variety of issues affecting higher education institutions. Martha’s position with the University requires her to ensure compliance with Title IX of the Education Amendments Act of 1972 and investigate alleged violations of University policies relating to discrimination, harassment, and sexual misconduct.
Jeremy Enlow, Equal Opportunity Investigator

In January 2016, Jeremy Enlow joined the University of Kentucky as an Equal Opportunity Investigator. Prior to joining UK, from 2011-2015, Jeremy served in multiple roles at Eastern Kentucky University, first as the Policy, Compliance, and Governance Analyst for the Chief of Staff and later as a Deputy Title IX Coordinator. Jeremy holds a B.A. in History from Eastern Kentucky University and a Juris Doctorate from Chase College of Law. Jeremy’s responsibilities include investigating complaints of discrimination and harassment, assisting with Title IX complaints, training and he helps ensure the University’s compliance with University policy and procedures.
Julia Phillips, Equal Opportunity Investigator

In November 2016, Julia Phillips joined the University of Kentucky as an Equal Opportunity Investigator. Prior to joining the Office of Institutional Equity and Equal Opportunity, Julia worked in the Community of Concern Office within Student and Academic Life at the University of Kentucky as a case manager from 2013-2014 and as the Assistant Director from 2014-2016. Julia has a B.A. in anthropology and a M.S. in Student Affairs. Julia’s responsibilities include investigating complaints of discrimination and harassment, assisting with Title IX complaints, and conducting trainings.
