100.1 Policy
  The University of Kentucky is obligated by law to fund the unemployment compensation of any eligible former staff employee. To determine specifically when the University is liable for funding these benefits, it is imperative that as much factual information as the department has available about a separated staff employee be forwarded on a timely basis. In order for the University to respond properly to an unemployment claim within imposed time limits, these records must be readily available for verification of the University’s potential liability.
100.2 Delegation
  The responsibility for administering the unemployment compensation program has been delegated to the Lexington Campus Personnel Office. The Unemployment Compensation Division of the Kentucky Department for Human Resources will submit claim notices to the Lexington Campus Personnel Office, Unemployment Insurance Division, which is responsible for responding to claims within ten (10) days of the date the claim is mailed. The department head is responsible for supplying information on any separated employee on a timely basis. The authority for determining eligibility of claimant(s) for Unemployment compensation rests solely with the Kentucky Department of Human Resources.
100.3 Procedures
  100.3.1 Responding to Unemployment Insurance claims is a responsibility of the Lexington Campus Personnel Office, Unemployment Insurance Division. To assure appropriate handling of claims, the department with an employee separating from the University must follow the procedures outlined in Human Resources Policy and Procedure Number 12.0: Separation from Employment.
  100.3.2 The Unemployment Division of the Kentucky Department of Human Resources Lexington Office has been directed to send all unemployment claimant notices directly to the Lexington Campus Personnel Office, Unemployment Insurance Division. However, if the operating unit receives an unemployment notice through the mail, the receiving office must immediately call the Lexington Campus Personnel Office, Unemployment Insurance Division.
  100.3.3 Community colleges, except for the Lexington Technical Institute, receive claim notices directly from their local offices. Upon receipt of a claim, the Lexington Campus Personnel Office, Unemployment Insurance Division, must be contacted immediately by telephone for appropriate instructions.
  100.3.4 All other operating units outside of Fayette County may receive claim notices directly from their local offices. Upon receipt of a claim, these units must immediately contact the Lexington Campus Personnel Office, Unemployment Insurance Division, by telephone for appropriate instructions.
