ANNUAL MEETING MINUTES
COLLEGIATE RIFLE COACHES ASSOCIATION

 The Collegiate Rifle Coaches Association met March 9, 2000 in Lexington, VA..

I. Call to Order -- CRCA President Randy Pitney, called the meeting to order at approximately 9:00 p.m.

A. Roll Call -- CRCA Secretary Marsha Beasley, called roll. 21 members were in attendance representing 18 institutions. Karen Anthony, University of Nebraska; Bob Beard, University of Tennessee at Martin; Marsha Beasley, West Virginia University; Paul Benneche, University of Virginia; George Brenzovich, University of Texas El Paso; Justin Broughton, U.S. Air Force Academy; Pat Cherry, Ohio State; Gary DeBoy, Jacksonville State University; Newt Engle, University of Akron; Joe Frerich, Murray State University; Elvis Green, Murray State University; Roger Ivy, Texas Christian University; Alan Joseph, Xavier University; Bill Kelley, U.S. Naval Academy; Paul Klimitas, University of the Sciences in Philadelphia; Allan Lollar, Murray State University; Harry Mullins, University of Kentucky; Randy Pitney, University of Alaska Fairbanks; and Edie Reynolds representing Keith Miller, North Carolina State University; Terry Terrance, Columbia University; Neil Wright, University of Alaska at Fairbanks; attended. Cathy Callahan, National Rifle Association Collegiate Programs Committee, Margaret Schoap, National Rifle Association, Jennifer Melnick, National Rifle Association, Greg Park, Xavier University and Paul Mansfield also attended.

B. Approval of Meeting Minutes --

A correction to the minutes was noted; Mike Hourigan was listed as present at the 1999 meeting when he was not. Paul Benneche made a motion seconded by Edie Reynolds to approve the minutes as corrected. The motion was approved.

C. Report of the Treasurer -- A written report was distributed to all attendees (copy attached). CRCA Treasurer Marsha Beasley reported that an additional $140 in dues had been received that day.

II. Old Business

A. CRCA Coach of the Year nominees – The floor was opened for nominations. There were no nominees for Coach of the Year. The President decided that blank ballots would be distributed and that members should vote for a write-in candidate.

B. CRCA Awards Program -- Marsha Beasley presented an update on the awards. She indicated that a list of nominees received to date for All-Academic honorees had been compiled and that coaches could still submit nominations.

The awards program was briefly discussed and no changes were recommended. Randy Pitney offered to meet with Jim Thorp and Margaret Schoap to determine when the CRCA awards presentation could be held.

C. CRCA Ranking and Website -- Neil Wright read an e-mail from Joacim Trybom which indicated Trybom was starting a website to publish results of matches. The name would be Riflesports.com. Trybom requested CRCA permission to publish results for CRCA. Trybom plans to use a database program and will include the top ten shooters and publish season statistics. Trybom is a former shooter for the University of Alaska at Fairbanks.

After discussion members agreed that CRCA will maintain its own website and continue to publish results of matches. Alan Joseph will contact Michael Ray who does the CRCA website and ask if he would be willing to work with Trybom to forward results to Trybom so college matches will receive more exposure. In addition, if desired, CRCA will include an announcement of Trybom’s site in a mailing to coaches and leave it up to coaches to forward scores to Trybom. The motion passed without objection.

D. Other Old Business --

No other old business was brought up.

III. New Business

A. USA Shooting Target – CRCA discussed use of the USA Shooting Target for NCAA competition. Edie Reynolds indicated that NRA has the same target it its rule book, but that the negatives have never been made. Margaret Schoap stated that NRA would follow whatever the NCAA did. Randy Pitney asked George Brenzovich to chair a committee to look at the issue and make a recommendation to CRCA next year. Pitney appointed Gary DeBoy and Justin Broughton to the committee.

B. NCAA Qualification System – Justin Broughton suggested the CRCA consider recommending more than one match be used for NCAA qualifying. Other issues concerning the qualification system were discussed such as holding all qualifiers on the same day, requiring equipment check, having teams mail targets to NCAA for verification, having teams shoot at least one qualifier on the road if two scores are used, looking at qualification systems of other sports, using a system that combines air and smallbore scores, including three position air rifle and increasing roster size so NCAA would expand the size of Championships. A straw poll was taken to determine support for a system of two matches for NCAA qualifying. The vote was seven to six for using two matches for qualifying. Randy Pitney asked the committee looking at targets to review all the issues involved with the NCAA qualifying system and make a recommendation for the CRCA membership to consider.

C. Team Size - Bill Kelley asked if CRCA would support a system where a coach declared five individuals prior to firing and the top four scores are counted. Discussion brought up the idea of expanding team size to five or six as a means to increase participation in rifle. Randy Pitney asked the same committee to look at all the issues involved with team size and make a recommendation for the CRCA membership to consider.

D. Resolution of Appreciation - A motion was made and properly seconded to express appreciation and thanks to Jim Thorp and the staff at Virginia Military Institute for all their effort in hosting the 2000 NCAA Championship. The motion passed unanimously.

E. Coach Emeritus - Randy Pitney made a motion to elect Elvis Green, former coach at Murray State, as a CRCA Coach Emeritus member. Alan Joseph seconded the motion and it was unanimously approved.

F. NCAA Championship Site - Randy Pitney led a discussion concerning possible sites for future NCAA Rifle Championships. Sites discussed included Xavier University, Ohio State University, Air Force Academy, New Mexico Military Institute (with UTEP as host) and the University of Alaska Fairbanks. The CRCA urged those institutions to submit a bid to host the championships.

G. NRA All-American Awards - Randy Pitney recommended that the NRA include a place on the All-American nomination forms for coaches to include a shooter’s season average. Coaches agreed this would be a good suggestion as it would give the committee a means to check against the average calculated by the committee.

IV. Election of Officers and Executive Committee

George Brenzovich was nominated for CRCA president. Paul Benneche seconded the motion. The motion was approved.

Justin Broughton was nominated for CRCA vice-president. Marsha Beasley seconded the motion. The motion was approved.

Marsha Beasley was nominated as CRCA secretary/treasurer. The motion was properly seconded and approved.

A motion was made to elect Alan Joseph and Gary DeBoy to the Executive Committee. The motion was properly seconded and approved.

 

A motion to adjourn was properly seconded and approved unanimously. The meeting was adjourned at 11:30 p.m.

1998-99 END of YEAR

REPORT OF THE TREASURER

 1. Beginning Balance September 1, 1998. The Beginning balance for 1998-99 was $1,116.36. The fiscal year runs from September 1 through August 31.

2. Membership. As of 8/31/99 there were 34 paid CRCA members.

3. Income. Income for fiscal year 1998-99 was $160. This represents $160 in 1998-99 dues payments. Additionally, $180 in checks was not deposited so income was not received for 18 paid memberships. Those memberships included $30 dues payments for 1999-00 and $20 for 2000-01.

4. Expenses. Expenses for fiscal year 1998-99 were $246.13. $150 payment to Oleg Seleznev for developing and maintaining the CRCA website. $ 96.13 payment to Norwich University for developing and printing the award certificates.

5. End of Year Balance August 31, 1999. End of year balance was $1,030.23.

TREASURER'S UPDATE

1. Income since start of fiscal year (September 1, 1999) is $120 in membership dues.

2. There have been no expenses to date.

3. Anticipated expenses for 1999-00 fiscal year include awards and meeting room.

4. Current funds are $1,150.23.
