ANNUAL MEETING MINUTES
COLLEGIATE RIFLE COACHES ASSOCIATION

The Collegiate Rifle Coaches Association met March 14, 2002 in Murray, KY.

Minutes

  1. Roll Call: George Brenzovich (GB)
  2. --USA Shooting Coach Wanda Jewell present
    --NCAA Rifle Committee Members present, including chair Tim Dillon
    --25 NCAA Rifle coaches or representatives present

  3. 2001 Minutes not read, on web but hard copies of Minutes and treasurer's report left in Alaska by Sec/Treasurer.
  4. New Business Discussion:
    1. Shortening Matches:
    2. Discussion centered on reducing time limits and/or going to a half course format for smallbore.

      --Half course is already an option as a legal match.

      --Half course championship would not be enough of a skill differential event

      --Need waiver from NCAA to allow training for the current match format that exceeds 4 hours. Will not change 20 hour training limit.

    3. Scholarships:
    4. Discussion on setting up women's rifle as an emerging sport. Clarification on men's and women's scholarships.

    5. NCAA Qualifier Procedures:
    6. Unanimous desire by CRCA attendees to change the current single match system. Suggestions:

      --Go to a 'best three' qualifier so that whole season counts

      --Go to a one home, one away 2 match system

      --Standardize target brand used

      --Standardize plug brand used

      --Have a impartial authority look at qualifier targets

      --Have a neutral party act as a judge or referee at qualifier matches

      --Limit team size to allow for more individual at large slots, ie. 5 per team

    7. Clothing Rules
    8. Group noted that a change in international rules is coming after 2004. Discussion focused on either having a planned phase in of the change or a drop dead date for the new rules compliance.

      --Phase in helps schools with current money invested in expensive clothes

      --Voted to have a transition date after 2005

    9. Electronic Targets
    10. Voted to get rules approved by NCAA Rifle Committee to use electronic targets for smallbore and to consider use of USA 50 Target to replace A-36.

    11. Changing NCAA Rifle Event Program
    12. --GB suggested adding 3-P air rifle to current championships

      --Discussion centered around feasibility

      --No space or time to add the event to program without eliminating smallbore or current air match

      --Would it really increase participation?

      --NCAA Rifle Committee stated that Rifle will not get additional slots beyond 48 even if we add an event.

      --Conclusion was that 3-P Air will probably someday replace 3-P Smallbore, but no clear way to include it right now.

    13. World University Games
    14. --USA Shooting will control and act as the sanctioning body, but not fund

      --Discussion focused on question of having schools fund the event or letting individuals self fund.

      --Question on liability, control, and official representation of schools if self funding allowed.

      --All would sign USAS Code of Conduct

      --Split on self funding issue, research needed

      --Secretary will get official paperwork completed and documents to meet compliance officer requests, research

      --All American Averages will be used to select and a selection grid used similar to USAS system.

    15. CRCA Awards
    16. --vote to stop giving out All Collegiate Rifle awards, but to continue All Academic certificates

  5. New Officer Elections
  6. --GB re-elected to chair with VP Gary DeBoy
    --Secretary/treasurer voted to Fred Harvey of Nevada-Reno
