The Collegiate Rifle Coaches Association met March 13, 2003, in West
Point, NY.

- The meeting was called to order at 9:03 pm by VP Gary DeBoy.

(Murray), Pat Cherry (Ohio State), Dave Johnson (USA Shooting), Bob Foth (CMP),
Edie Reynolds (NRA), Victoria Croft (NRA), Keith Miller (NC State), Alan
Joseph (Xavier), Justin Broughton (Air Force), Bill Kelley (Navy), Ron
Wigger (Army), Michael Ray (RHIT), Glenn Dubis (UAF), Gary DeBoy (JSU),

- 2002 Minutes not read since they are on the website
- New Business Discussion:
- NCAA Qualifier Procedures
Points that were brought up:
1. We select All-Americans from the whole season but the qualifiers in
only one match - no other sports are like that.
2. Rifle has always been team first and then individual
3. USOC NCAA liason meeting was surprised our season was meaningless;
volleyball just revamped their qualifying procedures; rifle looks better
with more schools represented at Championships
4. Past 2 years only 2 outside individuals (schools) have been invited.
5. "Free" slots for the host school. It wouldn't cost the NCAA anything,
it would attract more host schools and would be just like the Olympics
where the host gets more quotas.
Unanimous desire by CRCA attendees to change the current single match system.
Possible suggestions were:
1. 3 highest scores count with 2 being on the road
2. 3-person teams; school admin may oppose this
3. Cut to 7 teams to allow more individuals
It was decided a change could not be done this year anyway because of
scheduling issues and having to wait until summer for NCAA approval. A
committee was formed to look into this further consisting of Beasley,
Dubis, Kelley, Mullins, Ray and Wigger.
- Change competition format to include only 2 team members per relay
It was noted this was how the new Great America Rifle Conference
conducts their championship. It was noted in past championships that the
awards ceremony began before everyone was completed firing. This would
prevent that and add more excitement.
A concern was noted that the coach could not be in 2 places (smallbore
and air) at once if needed by a student-athlete.
- Qualifying date for 2004 Championship
It was decided that February 13-15, 2004, would be the dates to shoot
qualifying scores for the 2004 NCAA Championship.
- Change competition format to have a 2-day team and individual
aggregate
It was discussed to make both the team and individual
competitions the same one but held over both days, combining the scores
from both days to determine team and individual winners. It was felt it
is a waste to have most of the student-athletes just sitting around on
individual day.
Concerns were raised that this would require the host to have 16
points in both events and whether the NCAA would allow a 2-day agg when
our normal matches are not that way.
- American Target quality
The poor quality (color and tearing) of American targets was
discussed. It seems few if any received "NCAA run" targets. National
Target is trying to find Edelmann's paper source. We cannot switch for
at least another year because the NCAA has a contract with American.
- CRCA All-American Awards
A proposal was made to offer CRCA All-American awards to those
shooters that are not selected for NRA All-American but make significant
improvement and are shooting All-American scores by season end. These
awards would bolster publicity at some non Top 10 schools.
It was noted we could not use the term All-American and many felt
that these would water down the current NRA awards.
- New Officer Elections
George Brenzovich re-elected to chair with VP Gary DeBoy
Fred Harvey of Nevada-Reno re-elected to Secretary/treasurer
- Meeting was adjourned at 10:35 pm.
