July, 1978-present: Faculty member, University of Kentucky College of Law, Lexington, KY. Emeritus since 2002. Subjects included international law, constitutional law, administrative law, torts, federal courts, and legal writing. Moot court advisor for five years.


August, 1998-June, 1999: Visiting Professor, University of San Diego School of Law .


August, 1994-July, 1995: Fulbright Senior Lecturer, Law Department, Zhongshan University, Guangzhou, China. Taught courses and organized international conference. Details .


July, 1991-July, 1994: Associate Dean for Academic Affairs, University of Kentucky College of Law. Responsible for, among other things, curricular and academic status matters, supervision of legal writing and other courses taught by adjuncts, and class scheduling and registration.


January-February, 1991: Special Counsel, Impeachment Committee of the Kentucky House of Representatives.


August, 1987-July, 1988: Fulbright Senior Lecturer, College of Foreign Affairs, Beijing, China. Details.


August, 1974-June, 1978; also July, 1983-July, 1985(as visiting professor): Attorney, Appellate Staff, Civil Division, U.S. Department of Justice, Washington, D.C. 20530. This work involved preparation of briefs and presentation of oral argument in the U.S. Courts of Appeals, and drafting of Supreme Court briefs, on behalf of numerous federal agencies. The cases involved constitutional and administrative law issues. From 1983 to 1985, I represented the Departments of State, Defense, Treasury, and the INS in a number of federal appellate cases involving foreign affairs and international law.
