Program Approval Process

The Council on Postsecondary Education (CPE) has statutory authority to approve new academic programs at state colleges and universities. KRS 164.020 (15) empowers the Council to define and approve the offering of all postsecondary education technical, associate, baccalaureate, graduate, and professional degree, certificate, or diploma programs in the public postsecondary education institutions.

  • The University's process for new program approval is outlined in the approval process link below. Please keep in mind that some steps are dependant on meeting certain deadlines (see submission schedule). 
  • The Early Notice Form is the first step and should be completed online by following the link below. The Early Notice Form includes the substantive change checklist.
