Cumberland, the largest town in Harlan county, is on the Poor Fork of the Cumberland River at the foot of Pine Mountain. The post office opened as Poor Fork in 1837 and was renamed Cumberland in 1922. The population in 1990 was 3,112.

Cumberland is the home of Southeast Community and Technical College and Kingdom Come State Park.
