Shea Luna is an Associate General Counsel for Health Affairs at the University of Kentucky. She has more than twelve years of legal experience in private practice and the public sector.
As Associate General Counsel, Shea advises the University in areas of healthcare law, regulatory issues, accreditation and Medicare/Medicaid participation requirements, compliance issues, insurance and billing, patient privacy, educational law, policies, contracts, medical staff issues, including licensure and credentialing, UK HealthCare governance, and international affairs. Shea serves on the UK HealthCare Provider Based Committee and specific clinic transition committees, UK HealthCare Patient Privacy Compliance Committee, UK HealthCare Policy Committee and UK HealthCare RAC Team.
Prior to joining the University, Shea worked for the Kentucky Cabinet for Health and Family Services representing the Department for Public Health and Department for Medicaid Services on all aspects of public health and Medicaid, including eligibility, reimbursement and waivers. She also defended the Cabinet in numerous litigation involving Medicaid provider reimbursements. Before that, Shea worked as Associate Counsel for Chenoweth Law Office representing local school boards throughout Kentucky. Her work included advising school officials on program/policy development, labor and employment law, educational law, contracts and general corporate matters, as well as litigating and defending claims in administrative, trial and appellate proceedings.
Shea began her legal career as Assistant Counsel for the United States Department of Energy, Oak Ridge Operations Office in Oak Ridge, Tennessee, where she was a member of the Litigation Group. She advised the agency on regulatory and compliance issues, employment law, bankruptcy, contracts, environmental and security concerns. She defended the agency in various administrative proceedings, including the Merit Systems Protection Board and Equal Opportunity Commission, and served as agency counsel in bankruptcy litigation.
A native of Lawrenceburg, Kentucky, Shea received her undergraduate degree from Vanderbilt University and her law degree from the University of Tennessee, College of Law.
