FMMC 09-28 – COMMERCIAL DRIVER'S LICENSE

PURPOSE STATEMENT

Federal law requires anyone who operates certain types of motor vehicles to be licensed as a commercial driver. The license replaces a chauffeur license and is required as follows: any combination of vehicles with a gross vehicle weight of 26,001 pounds or more; if towing a vehicle of 10,000 pounds; any truck with two or more axles weighing 26,001 pounds or more; any vehicle less than 26,001 pounds if used to transport 16 or more passengers including a driver. Some vehicles in Physical Plant meet this requirement and, therefore, requires commercial drivers licensed when these vehicles are being used.

POLICY

Any vehicle that meets the requirements of the commercial status shall have an operator who is licensed by the State of Kentucky as a commercial driver. The commercial driver's license will replace the chauffeur's license and is necessary for all operators of such vehicles by April 1, 1992.

PROCEDURE

  1. Presently one vehicle in Physical Plant requires a commercial driver's licensed operator. The big van will be operated only by such licensed personnel.
  2. All licensed drivers will be required to have a physical examination to assure physical fitness. The exam will be done by Preventative Medicine at the Medical Center and scheduled through Physical Plant. The exam is required at licensure and every two years after initial exam. All costs for tests and physicals will be paid by PPD. Random drug testing will occur as determined by University personnel. Refusal to submit to the test may result in disciplinary action.
  3. It will be necessary for all individuals to take a written test to prove their knowledge of the various points covered in the commercial driver license manual. This test consists of 50 questions.
  4. Finally, a road test will be conducted on the vehicle for which the operator is being tested.
  5. A sufficient number of individuals will be trained and licensed to facilitate efficient access and availability when vehicle is required.
