FMMC 10-24 – PLAN B OPERATIONS DURING ADVERSE EXTERNAL CONDITIONS

PURPOSE

To provide continuity of patient care, UK HealthCare facilities remain open during University Emergencies, even if there is a temporary suspension or alteration of normal operations of the University of Kentucky by the President. During such suspensions or alterations, Facilities Management Medical Center (FMMC) operations continue under Plan B staffing.

DEFINITIONS

  • University Emergency means any University-declared suspension or alteration of normal operations under HR Policy and Procedure # 71:University Emergencies.
  • Designated Plan B Employee means one whose physical presence is required to initially address an emergency condition, and whose absence from duty could endanger the safety and well-being of the patients and/or facilities. Regular attendance is required when Plan B staffing is in effect.
  • Non-designated Plan B Employee means an employee who should not report to work unless specifically contacted by a supervisor and asked to do so.

POLICY

All FMMC employees shall be considered Designated Plan B Employees unless specifically exempted.

PROCEDURE

  • Designated Plan B Employees are required to work their normally scheduled hours during a University delay or closure. Designated employees who are required to work during a period of emergency, but who do not report to work as scheduled will be considered an unauthorized absence and will not receive pay. In addition, the employee may be subject to corrective action up to and including termination of employment. Departmental managers may authorize an absence during Plan B Emergency due to extenuating circumstances, on a case-by-case basis.
  • Designated Plan B Employees who work during a closing will receive equivalent time off with pay on another scheduled workday within a specified period of six weeks OR will receive emergency closing pay for the period when normal operations are suspended in lieu of equivalent time off.
    • NOTE: This paid leave does not count as hours worked for purposes of computing eligibility for overtime.
  • Non-Designated employees will be paid for their normally scheduled work hours and should not report to the workplace unless they have specifically been directed to do so by their supervisor on a temporary or situational basis. Non-designated employees who report to work despite an emergency closure will not receive emergency leave pay or equivalent time off on another scheduled weekday. Employees scheduled on any leave (vacation, temporary disability, or other leaves) will not be entitled to emergency closing leave.
    • NOTE: If a Non-Designated employee is directed by their supervisor to report to the workplace during an emergency closing, the employee will receive time off with pay on another scheduled workday or emergency closing pay.
