Refrigerant Management Program

 

Program Overview

The program is applicable to all University owned and operated refrigerant appliances subject to 40 CFR 82,  Protection of Stratospheric Ozone, Subpart F, Recycling and Emissions Reduction.  Appliances leased by the University are not included and are the responsibility of the lessor.  Additionally appliances located on University property that are not operated or maintained by University personnel and for which the University has no operational control, are not included within the program. 

Additionally, motor vehicle air conditioners (MVAC) and MVAC-like appliances regulated under regulation 40 CFR 82, Subpart B, Servicing of Motor Vehicle Air Conditioners and halon containing equipment regulated under 40 CFR 82, Subpart F, Halon Emissions Reduction are addressed in the program.

The purpose of the program is to reduce emissions refrigerants to the lowest achievable level by maximizing the recapture and recycling of such refrigerants during the maintenance, service, repair, and disposal of appliances and restriction of refrigerant sales.  This is achieved through the use of certified recovery/recycle equipment; repair to leaks of large appliances above the allowable leak threshold; refrigerant removal prior to disposal; and certified technicians.

Program requirements are applicable to all persons, including University employees, contractors, vendors that handle, order, service, maintain, repair, or dispose of refrigerants/halon or refrigerant/halon appliances containing Class I, Class II, or non-exempt substitute refrigerants.  The regulation also applies to refrigerant reclaimers, approved recovery and/or recycling equipment, testing organizations, and persons buying, selling, or offering to sell Class I, Class II, or non-exempt substitute refrigerants.  The RMP addresses requirements of the Clean Air Act and does not include other regulatory requirements that may pertain to appliances containing refrigerants.  In addition to the RMP, the University Design Standards contains the forms and instructions  necessary to comply with the program.
